| FRANCE - ILE DE FRANCE REGION About the ILE DE FRANCE REGION ![]() The Ile de France Region concentrate 11,4 Millions of inhabitants over 1,2 millions hectares, of which 80% are forests, farmland and natural areas. (only 20% ie 239 000 ha are built-up urban areas). The Regional Council fields of competence are mainly land-use, transport, education (secondary schools), professional training and apprenticeship. The CRIF is now responsible for the Master Plan of the Region Ile de France (SDRIF), which is in revision and which deals with all aspects of the daily life of Ile de France inhabitants : housing, transport, economic activities, etc. To implement all this projects, the Region contracts every 6 years with the State (Planning contract now called Project contract) and with the 8 Departments (Particular contract) to share the financing and to focus on priority initiatives. Concerning the transport sector, it’s the Organizing Authority of Transport (AOT) who is responsible for the transport policy on the urban territory. In Ile de France, the AOT is named STIF and covers the whole regional territory (not only the urban part). The last decentralisation law of July 2004 has transferred the heading of the STIF from the State to the Regional Council. The President of the Region is also the president of the STIF. The STIF council is composed by the 8 departments and the region which have the majority, and one representing of the Chamber of Commerce. Transport Issues There are about 35 million journeys per day including 22.8 millions with motorised vehicles within the Ile De France Region. 41% (i.e. 15.5 millions) of these journeys are made by car, 33% by walking and 26% (i.e. 6.8 millions) by public transport. The transport issues are very different depending on the place of the journey. 86% of the traffic is concentrated in the inner urban area, with about 66% of journeys being between suburbs. There is a disparity within the Ile de France region between the locaion of employment opportunities and the location of the working population. This contributes to the travel to work patterns. There is a very high concentration of employment within the central agglomeration, but little in the outer areas. The current transport system which is concentrated in the centre of the area is at capacity. There has been a dramatic increase in the distances that workers are commuting, this has been recorded since 1975. Ile de France in COMMERCE There is already a lot of activity in London in relation to mobility plans. This is being coordinated through Transport for London (TfL). 31 of the 33 London municipalities have a Travel Plan There is a national legal framework based on the Sustainable Urban Transport Plan called PDU in French. The content of the PDU is pretty well defined thanks to 3 laws elaborated between 1982 and 2000. Concerning the development of workplace mobility plans, there is no precise framework. Their promotion come from the 1rst PDU in Ile de France elaborated in December 2000. The initiatives are until now most local, coming from the firms and encouraging by the ADEME (government agency working on environment and energy management) which can help to finance the diagnostic and scenarios studies. In fact, the main stakes around the WTP in Ile de France are related to local governance and the choice of the good level on action. It’s a question of efficient network organisation and animation. It needs to enlarge the partnership process installed thanks to the PDU and to include more clearly the WTP actions in the global management mobility policy promoted and financed by the CRIF.
